Seijuurou Hiko is not the actual name of this man. The name comes along with all inheritors of the Hiten Mitsurugi Ryuu. While his name remains unknown, what is known is that Hiko is Kenshin's master and the thirteenth inheritor of a technique passed down for ages.

There is very few that can compete in Hiko's league. Sure he brags quite a lot and is very confident in his abilities, but they're all for good reasons. Hiko can back up everything he says. His body is like an armor of muscles, as Megumi had said. He may look rather old, and that's because he's well aged. Yet, his physique is so fit that he can withstand the tolls of time the Hiten Mitsurugi Ryuu causes the user.

On a quiet summer's night, Hiko had encountered a group of bandits who had just jumped a bunch of slave traders headed along on their route. The only survivor after all the bloodshed was a young red-haired boy named Shinta. Hiko decided to leave the scene for a bit and return to bury the bodies later, but when he came back, he had found that the boy had already finished the task. Taken by the boy's kindness, Hiko had decided to undertake him and train him in the Hiten Mitsurugi Ryuu which he possessed. It was quite a long period of training that didn't finish until Kenshin returned to Kyoto almost over a decade later. The reason being was because both Hiko and Kenshin had different views. Kenshin wished to help those in suffering, while Hiko didn't give a damn about the fate of others. The disagreement led to Kenshin departing Hiko's side, which followed up with his participation in the Choshou Clan.

When Hiko "retired" from fighting, he became a potter, dwelling up in the mountains of Kyoto all alone. The mantle he wears is the symbol that he is the current Hiten Mitsurugi Ryuu master and not some weird taste in fashion. His beverage of choice is sake, and even up to the current time, thinks that Kenshin is a stupid pupil.
